Head of Programming I – Remote (Yemen)

About the role

The Head of Programming I will lead the Country Program’s (CP) strategic direction, ensuring high‑quality interventions for poor and vulnerable populations in Yemen. Reporting to the Country Representative, this senior position oversees program design, implementation, and security risk management while working remotely.

Key responsibilities

• Define and steer the CP strategic frameworks, including resource mobilisation plans aligned with agency priorities.
• Lead high‑quality project design, integrating project‑management standards and MEAL methodologies.
• Coordinate cross‑sectoral activities to ensure integrated and efficient programme delivery.
• Develop and maintain strategic partnerships with national and international stakeholders, representing the CP to donors, government and partners.
• Oversee the business development cycle, ensuring proposals meet agency and donor standards.
• Manage talent: supervise staff, conduct performance assessments, create development plans and recruit senior project staff.
• Provide technical assistance and capacity‑building for project teams and partners on project management, MEAL, and business development.
• Identify training needs, develop curricula and deliver trainings, fostering a learning‑oriented environment.
• Promote accountability and knowledge management by implementing MEAL policies and facilitating cross‑department learning.

Required profile

• Proven senior‑level experience in programme management within humanitarian or development contexts.
• Strong leadership and people‑management skills, with a track record of supervising multidisciplinary teams.
• Demonstrated ability to design and implement strategic plans and resource‑mobilisation strategies.
• Experience in partnership development and stakeholder engagement at national and international levels.
• Solid understanding of security risk management in challenging environments.
• Excellent communication, coaching and capacity‑building capabilities.
