Prevention Consultant – BMS Code Update (Yemen, 5.5 months)

About the role

The consultant will lead the update of Yemen's 2002 National Code of Marketing of Breast‑milk Substitutes (BMS Code) to align with recent World Health Assembly resolutions and develop a sustainable monitoring, reporting and enforcement mechanism.

Key responsibilities

• Conduct a comprehensive review of the 2002 Yemen BMS Code and draft amendments incorporating WHA resolutions on digital marketing and commercial complementary foods.
• Design a formal monitoring and enforcement framework, including workflow, tools and standard operating procedures.
• Strengthen the technical capacity of the Ministry of Public Health and Population (MoPHP) and other stakeholders to detect, document and address code violations.
• Draft Terms of Reference for government bodies and multi‑sectoral partners involved in monitoring and enforcement.
• Create and validate standardized tools for routine monitoring and periodic national assessments.

Required profile

• Master’s degree or PhD in Public Health, Nutrition, Medicine or a related field.
• Minimum 10 years of professional experience in nutrition policy, legal framework development and IYCF programming.
• Proven experience updating national BMS Codes and designing implementation and monitoring mechanisms.
• Demonstrated ability to draft legislative or regulatory documents in a public‑health context.
• Fluency in Arabic and English.
