Prevention Consultant – BMS Code Implementation, Yemen

About the role

The consultant will update Yemen's 2002 National Code of Marketing of Breast‑milk Substitutes (BMS Code) to reflect recent WHO resolutions and develop a sustainable monitoring, reporting and enforcement mechanism for the Ministry of Public Health and Population.

Key responsibilities

• Conduct a comprehensive review of the 2002 Yemen BMS Code and draft amendments incorporating WHA resolutions on digital marketing and commercial complementary foods.
• Design a formal monitoring structure, including workflow from detection to legal sanctioning, and create standardized tools for routine and periodic assessments.
• Strengthen the technical capacity of the Ministry of Public Health and Population to lead the monitoring process.
• Draft Terms of Reference for government bodies and multi‑sectoral stakeholders involved in enforcement.

Required profile

• Master’s degree or PhD in Public Health, Nutrition, Medicine, or related field.
• Minimum 10 years of professional experience in nutrition policy, legal framework development, and IYCF programming.
• Proven experience updating national BMS Codes and designing implementation and monitoring mechanisms.
• Fluency in Arabic and English.

Required skills

• Experience drafting legislative or regulatory documents in a public‑health context.
• Facilitation skills for high‑level consultative workshops with government and UN agencies.
• Strong analytical abilities related to nutrition, breastfeeding practices and BMS Code violations.
• Excellent writing, reporting and documentation skills under tight deadlines.
