About the role
The Programme Manager (Cash-Based Incentive) will oversee the implementation of IOM Yemen’s CBI programme, ensuring effective delivery of cash and voucher assistance to beneficiaries. Reporting to the Chief of Mission and the Senior Field and Programme Coordinator, the role coordinates with multiple units and external partners.
Key responsibilities
- Provide recommendations and advice to senior management on integrating CBIs into operational plans.
- Establish and maintain working relationships with government agencies, UN partners, INGOs, research institutions, and private sector entities.
- Represent IOM Yemen in national CBI forums and dialogues with donors and stakeholders.
- Oversee all cash and voucher transfers, facilitating implementation and monitoring at area and sub‑office levels.
- Liaise with logistics, finance, procurement, and IT units to ensure smooth operational delivery.
- Identify and resolve bottlenecks affecting timely CBI delivery to beneficiaries.
- Facilitate communication and coordination between IOM units and contracted private‑sector partners.
Required profile
- Proven experience in managing cash‑based assistance programmes in humanitarian settings.
- Strong ability to advise senior leadership and integrate programme components into strategic plans.
- Excellent coordination skills with government, UN agencies, NGOs, and private sector partners.
- Capacity to monitor and resolve operational challenges across multiple units.
