ICLA Officer – Yemen, Hodeidah (National)

About the role

The ICLA Officer will ensure high‑quality implementation of the Norwegian Refugee Council’s ICLA programme in Hodeidah, supporting safe, inclusive and accountable protection practices for displaced and migrant populations. The role combines field coordination, beneficiary support and monitoring of legal‑identity services.

Key responsibilities

• Implement ICLA activities in line with approved proposals, donor requirements and NRC policies.
• Lead needs assessments, beneficiary selection and case‑management processes.
• Provide legal information, awareness sessions and capacity‑building for communities, local authorities and partners.
• Maintain and update databases, mapping of service providers and documentation of assessments.
• Coordinate with humanitarian actors, attend field meetings and ensure effective information sharing.
• Support community‑based protection initiatives, including Community Safety Planning.

Required profile

• University degree in law, social studies, development studies or a related field.
• Minimum 3 years experience with NGOs or international organisations in protection or human‑rights contexts, preferably in Yemen.
• Experience in legal assistance, case management and working in complex, volatile environments.
• Proficiency in English and the local language.
