Monitoring, Evidence, Accountability & Learning Officer (Yemen)

About the role

The Monitoring, Evidence, Accountability and Learning (MEAL) Officer will support the Country Office in Yemen to ensure programmes are implemented effectively, transparently and in line with NRC standards and donor requirements. The role focuses on generating reliable data, strengthening accountability to affected populations and promoting continuous learning.

Key responsibilities

• Contribute to the implementation of MEAL systems and Standard Operating Procedures at the country office level.
• Conduct and supervise quantitative and qualitative data collection for assessments, outcome monitoring and evaluations.
• Ensure timely entry, cleaning and organisation of monitoring and assessment data.
• Support data analysis and preparation of summary reports for programme use.
• Maintain MEAL databases and proper filing of digital and hard‑copy documentation.
• Verify project activities, distributions and beneficiary lists.
• Assist in harmonising data collection and reporting across projects and partners.
• Promote safe, inclusive and ethical engagement with communities during monitoring activities.
• Develop progress and indicator tracker tables for each project, incorporating donor and internal indicators.
• Ensure output and outcome data are collected and documented for timely reporting.
• Support the use of monitoring tools and SOPs in field offices and with partners through capacity building and spot checks.
• Help develop and implement MEL matrices at the area office level.
• Present ITTs during PCM events to ensure programme teams understand objectives, indicators and monitoring frameworks.
• Conduct routine checks on the accuracy of figures reported in ITTs and cross‑verify with NRC reporting systems.
• Identify discrepancies, address them promptly and maintain consistency across reporting platforms.
• Ensure Means of Verification are accurate, properly named, uploaded and systematically archived.
