ICLA Specialist – Legal Protection & HLP

About the role

The Norwegian Refugee Council (NRC) in Yemen is seeking an experienced ICLA Specialist to lead its Information, Counselling and Legal Assistance portfolio. This senior‑level position combines technical legal expertise with strategic advocacy, partnership building and programme development to improve the protection of displaced populations.

Key responsibilities

• Develop and implement NRC’s national ICLA strategy across Yemen.
• Co‑lead the national Housing, Land and Property Working Group and the Legal Aid Technical Working Group with UNHCR and other partners.
• Influence policy and advocacy on housing, land, property rights, civil documentation and access to justice for IDPs and returnees.
• Integrate ICLA services into Shelter, Education, Site Management and Protection programmes.
• Coach and mentor technical teams, produce guidance and training materials, and embed best practices.
• Build and maintain strategic donor relationships and support resource mobilisation.
• Ensure programme quality, compliance with NRC policies and donor requirements, and provide technical support to ICLA staff.

Required profile

• Bachelor’s degree in law, human rights, international relations, political science or equivalent.
• Minimum 5 years of experience in protection, legal protection and housing‑land‑property (HLP) issues.
• Strong understanding of humanitarian principles, protection standards and coordination mechanisms.
• Knowledge of international refugee and human‑rights law and protection principles.
• Experience working with IDP/refugee programmes and external stakeholder coordination.
• Fluency in English (written and spoken); Arabic is an advantage.
