ICLA Officer – Yemen Hodeidah (Open to Nationals)

About the role

The ICLA Officer will support the implementation of NRC’s Information, Counselling and Legal Assistance (ICLA) programme in Hodeidah, ensuring services are delivered safely, inclusively and in line with humanitarian standards.

Key responsibilities

• Implement ICLA activities according to approved proposals, donor requirements and NRC policies.
• Lead needs assessments, beneficiary selection and case‑management processes.
• Provide advice, awareness sessions and counselling on legal identity, civil documentation and housing‑land‑property issues.
• Coordinate with local authorities, civil registration offices, humanitarian partners and beneficiaries.
• Monitor project cycles, verify completion, support evaluation and ensure proper documentation.
• Develop and maintain a case‑management database and map service providers in the area.
• Promote participatory and inclusive approaches and build local capacity.

Required profile

• Yemeni national with experience in ICLA or related humanitarian legal assistance.
• Understanding of national and international legal frameworks affecting displaced persons and migrants.
• Ability to conduct assessments, focus groups and stakeholder interviews.
• Strong coordination skills with local authorities and partners.
