ICLA Officer – Yemen Hodeidah (Open for Nationals)

About the role

The ICLA Officer will support the implementation of NRC’s Information, Counselling, Legal Assistance (ICLA) programme in Hodeidah, ensuring safe, inclusive, and accountable protection practices for displaced and migrant populations.

Key responsibilities

• Implement ICLA activities in line with approved proposals, donor requirements, and NRC policies.
• Conduct needs assessments, beneficiary selection, and oversee the full project cycle from implementation to evaluation.
• Provide advice, awareness sessions, and capacity‑building programmes for beneficiaries, local authorities, and partners.
• Develop and maintain case‑management systems and databases of beneficiaries.
• Map service providers, organise information and counselling sessions on housing, land, civil documentation, and legal identity.
• Maintain strong relationships with local authorities, civil registration offices, humanitarian partners, and communities.

Required profile

• Understanding of national and international legal frameworks affecting displaced persons and migrants in Yemen.
• Experience in humanitarian programme implementation, monitoring, and reporting.
• Ability to work collaboratively with diverse stakeholders and promote participatory processes.
