Emergency Specialist (Level 3) – Emergency Preparedness & Response

About the role

UNICEF is seeking an Emergency Specialist (Level 3) to lead emergency preparedness and response activities in Yemen. Working under the supervision of a senior manager, you will design, implement and evaluate interventions that protect children, mothers and affected communities during crises.

Key responsibilities

• Develop and update the country office emergency preparedness plan.
• Coordinate rapid response actions, including needs assessments, resource mobilisation and delivery of assistance.
• Manage emergency projects, ensuring compliance with UNICEF policies and donor requirements.
• Maintain emergency information systems, analyse data and produce situation reports for decision‑making.
• Track resources, expenditures and generate regular monitoring and evaluation reports.

Required profile

• Advanced university degree in social sciences, public administration, public health, nutrition, international relations, business administration or related fields.
• Minimum five years of progressive professional experience in programme development, planning, implementation, monitoring and evaluation at national or international level.
• Proven ability to build strong relationships with government authorities, UN agencies, NGOs, donors and other partners.
• Fluency in English and Arabic; knowledge of an additional UN language is an asset.

Required skills

• Experience with emergency information systems and data analysis.
• Strong communication skills for technical guidance, humanitarian appeals and stakeholder engagement.
• Ability to prepare situation reports, track resources and ensure effective information flow.
