ICLA Specialist (Yemen)

About the role

The Norwegian Refugee Council (NRC) is seeking an ICLA Specialist to lead its Information, Counselling and Legal Assistance portfolio across Yemen. This senior position combines strategic direction, technical leadership, and advocacy to improve protection outcomes for displaced populations.

Key responsibilities

• Develop and implement NRC’s national ICLA strategy in Yemen.
• Co‑lead the national Housing, Land and Property Working Group and the Legal Aid Technical Working Group with UNHCR.
• Influence policy and advocacy on housing, land, property rights, civil documentation and access to justice for IDPs and returnees.
• Integrate ICLA services across shelter, education, site management and protection programmes.
• Coach and mentor technical teams, produce guidance and training materials, and ensure compliance with NRC policies and donor requirements.
• Build and maintain strategic donor relationships and support resource mobilisation.

Required profile

• Bachelor’s degree in law, human rights, international relations, political science or equivalent.
• Minimum 5 years of experience in protection, legal protection or HLP issues within humanitarian settings.
• Strong understanding of humanitarian principles, protection standards and coordination mechanisms.
• Knowledge of international refugee and human rights law and expertise in HLP rights for IDPs/refugees.
• Experience coordinating with UN agencies, donors, government and humanitarian partners.
• Fluency in English (written and spoken); Arabic is an advantage.
