ICLA & Protection Assistant (Aden, Yemen)

About the role

The ICLA & Protection Assistant will support the implementation of ICLA (Information, Counselling, Legal Assistance) and protection activities for internally displaced persons in Aden, Yemen. Working under the Norwegian Refugee Council, the role will coordinate needs assessments, beneficiary selection and field delivery while ensuring compliance with donor requirements and NRC policies.

Key responsibilities

• Ensure all ICLA and protection interventions align with approved proposals, donor guidelines and NRC standards.
• Act as focal point for needs assessments, beneficiary selection and field implementation, subject to security clearance.
• Oversee the full project cycle – planning, monitoring, verification and evaluation – to guarantee timely and quality delivery.
• Conduct outreach, awareness sessions and capacity‑building workshops for beneficiaries and local authorities.
• Maintain and update case management systems and service‑provider mapping tools.
• Document findings, prepare assessment reports and analyse quantitative and qualitative data.
• Monitor policy and contextual changes affecting IDPs and provide advocacy inputs.
• Represent NRC in ICLA/protection clusters and coordinate with partners and stakeholders.

Required profile

• Knowledge of ICLA and protection frameworks, including national and international legal standards.
• Experience in conducting needs assessments, participatory tools (FGDs, surveys) and community outreach.
• Ability to work in a humanitarian context with security clearance for field activities.
• Strong analytical and reporting skills, with attention to detail.
• Commitment to NRC policies, gender‑sensitive approaches and inclusive programming.
