Evaluator for Dutch MFA Grant Midterm Review

About the role
The International Center for Transitional Justice (ICTJ) is seeking an experienced consultant to conduct a mid‑term evaluation of its core grant funded by the Dutch Ministry of Foreign Affairs. The evaluation will cover activities from April 2022 to March 2026 across multiple country programs and thematic research initiatives.
Key responsibilities
- Design and implement an evaluation framework aligned with OECD‑DAC criteria and Dutch MFA evaluation quality standards.
- Collect and analyse quantitative and qualitative data from ICTJ’s programmes in Syria, Sudan, Uganda, Lebanon, Yemen and related research‑policy work.
- Assess relevance, effectiveness, sustainability and coherence of interventions and produce a comprehensive report with actionable recommendations.
- Coordinate with ICTJ staff, partners and beneficiaries to ensure accurate data collection and stakeholder engagement.
- Deliver the final evaluation report to the Dutch MFA and ICTJ’s key partners by the agreed deadline.
Required profile
- Proven experience conducting evaluations of international development or transitional‑justice projects.
- Familiarity with OECD‑DAC evaluation criteria and Dutch MFA evaluation standards.
- Strong analytical, writing and presentation skills.
- Ability to work independently and manage a multi‑country evaluation within a set timeframe.
