About the role
Save the Children International Yemen is seeking a qualified consultant to lead the end‑to‑end process of supplier pre‑qualification, market assessment, tendering and framework agreement establishment for emergency supplies. The role supports the country office’s effort to build a robust, pre‑qualified supplier base that can deliver life‑saving assistance quickly and compliantly.
Key responsibilities
- Establish and chair a Supply Preparedness Taskforce, coordinating Supply Chain, Health, Emergency and technical teams.
- Act as focal point with Global Medical Team, Regional Procurement Unit and national authorities.
- Conduct comprehensive market mapping and develop a pre‑qualified supplier database for medical and non‑medical emergency categories.
- Lead the design and issuance of Invitation to Tender packages, including technical specifications, evaluation criteria and compliance requirements.
- Facilitate transparent tender processes, support bid evaluation and consolidate recommendations.
- Ensure medical procurement aligns with the National Essential Medicines List, SCI Global Formulary and Good Distribution Practices.
- Coordinate GDP assessments, supplier validation and deliver capacity‑building training for SCI teams.
Required profile
- Proven experience in humanitarian procurement and supply chain management.
- Strong knowledge of medical procurement standards, national regulatory requirements and GDP.
- Ability to lead multi‑disciplinary taskforces and coordinate with international and national stakeholders.
- Experience in market assessment, supplier pre‑qualification and framework agreement development.
