Country MEAL Manager

About the role

The Country MEAL Manager leads the Monitoring, Evaluation, Accountability and Learning (MEAL) and Information Management functions for HI’s Yemen programme. Reporting to the Technical Head of Programme, the role ensures that monitoring systems, data collection, analysis and learning processes are implemented to high humanitarian standards.

Key responsibilities

• Define and implement the MEAL and Information Management action plan, ensuring compliance with HI standards and adapting tools to the local context.
• Support project managers and partners in planning, executing and supervising quantitative and qualitative surveys, including questionnaire design, sampling and enumerator training.
• Develop and maintain databases, dashboards and indicator tracking tools, guaranteeing data quality and accessibility for all staff.
• Oversee accountability mechanisms for affected populations, facilitate feedback loops and ensure continuous learning and knowledge sharing across the programme.

Required profile

• Bachelor’s degree in statistics, social sciences, public health, economics, project management or related field; Master’s degree is desirable.
• Minimum five years of progressive MEAL experience in humanitarian programmes, with at least two years in conflict‑affected or emergency settings.
• Fluency in Arabic (spoken and written) and good working knowledge of English.
• Strong planning, problem‑solving and intercultural communication skills, with resilience to stress and commitment to humanitarian principles.

Required skills

• Digital data collection platforms (e.g., SurveyCTO).
• Advanced Excel and Power BI for data analysis and visualisation.
• Database development and management.
• Design and implementation of quantitative and qualitative surveys, including sampling and enumerator training.
• Indicator tracking tools and logical framework development.
• Knowledge of data protection principles and AAP mechanisms.
