Buyer 2 – Procurement Specialist

About the role

The ICRC is seeking a Buyer 2 to implement its procurement strategy in Yemen. Working within the Logistics Support Centre, you will manage sourcing, supplier evaluation, contract negotiation and stock planning to support humanitarian operations.

Key responsibilities

• Source, assess and evaluate suppliers in collaboration with supervisors and maintain supplier master data.
• Manage the full procurement cycle from tendering and supplier selection to delivery, including negotiations and contract establishment.
• Update supplier performance indicators and maintain a network of procurement contacts.
• Analyse the procurement portfolio, initiate long‑term agreements and suggest regional manufacturers for global tenders.
• Support Supply‑Chain Planners on stock levels based on supplier lead times.
• Implement purchasing strategies for product families in coordination with the Lead Buyer.
• Maintain MRP parameters and process MRP suggestions in JD Edwards for the assigned site or product family.
• Supervise and train Buyer 1, ensuring risk controls are applied.

Required profile

• Experience managing a purchase portfolio of up to CHF 5 million.
• Strong knowledge of procurement processes, supplier management and contract negotiation.
• Ability to work collaboratively with internal and external stakeholders.
• Yemeni nationality, fluent in English and Arabic.

Required skills

• JD Edwards procurement software.
