ICLA Officer

About the role

The ICLA Officer will support the implementation of the Norwegian Refugee Council’s ICLA programme in the Amran area and Hodeidah governorate, ensuring safe, inclusive and accountable protection practices. Working at field level, the officer will coordinate activities with stakeholders, monitor project delivery and promote community‑based protection.

Key responsibilities

• Implement ICLA project activities in line with approved proposals, donor requirements and NRC policies.
• Conduct needs assessments, beneficiary selection and oversee the full project cycle from implementation to evaluation.
• Provide legal information, awareness sessions and counselling on housing‑land‑property, civil documentation and legal identity.
• Maintain case‑management databases, map service providers and produce regular status reports.
• Coordinate with local authorities, civil registration offices and humanitarian partners, and represent NRC in field meetings.

Required profile

• University degree in law, social studies, development studies or a related field.
• Minimum 3 years of experience with an NGO or international organization in protection, legal or human‑rights programming, preferably in Yemen.
• Experience in conducting assessments, data analysis and preparing reports.
• Good knowledge of English and the local language.

Required skills

• Proficiency with Microsoft Office suite (Word, Excel, PowerPoint).
