ICLA Officer – Hodeidah (National)

About the role

The ICLA Officer will ensure high‑quality implementation of NRC’s ICLA programme in Hodeidah, supporting safe, inclusive and accountable protection practices. Working at field level, the Officer coordinates daily activities, monitors compliance with donor and NRC standards, and contributes to evidence‑based programming.

Key responsibilities

• Implement ICLA project activities in line with approved proposals, donor requirements, NRC policies and local customs.
• Lead needs assessments, beneficiary selection and oversee the full project cycle from implementation to verification and evaluation.
• Provide advice and information to beneficiaries, conduct awareness sessions on HLP, civil documentation and legal identity, and support capacity‑building for communities and local authorities.
• Develop and maintain case‑management databases, map service providers, and document findings in reports.
• Coordinate with local authorities, civil registration offices, humanitarian partners and other stakeholders, attending field meetings and ensuring effective collaboration.

Required profile

• University degree in law, social studies, development studies or a related field.
• Minimum three years of experience with an NGO or international organization in protection, human rights or legal assistance, including at least two years in a legal role.
• Experience working in complex, volatile humanitarian contexts, preferably in Yemen.
• Proficiency in English and the local language.
