Emergency Preparedness & Supply Chain Consultant

About the role

Save the Children International Yemen is seeking a qualified consultant to lead the development of a pre‑qualified supplier base and framework agreements for emergency supplies. The role will support the country office’s effort to enhance emergency preparedness and ensure rapid, compliant delivery of life‑saving assistance across medical and non‑medical categories.

Key responsibilities

• Establish and chair a Supply Preparedness Taskforce, coordinating Supply Chain, Health, Emergency and technical teams.
• Serve as focal point for alignment with the Global Medical Team, Regional Procurement Unit and national authorities.
• Conduct market mapping and supplier profiling across Yemen, creating and maintaining a pre‑qualified supplier database.
• Identify gaps in supplier coverage and develop strategies to address them.
• Lead the preparation and issuance of Invitation to Tender packages, including technical specifications, evaluation criteria and compliance requirements.
• Organise supplier briefings, manage transparent tender processes and support technical and commercial bid evaluation.
• Ensure medical procurement complies with the National Essential Medicines List, SCI Global Formulary, quality frameworks and Good Distribution Practices.
• Plan and conduct GDP assessments for shortlisted medical suppliers and deliver capacity‑building training for SCI teams.

Required profile

• Proven experience in supply chain management, procurement and emergency response in humanitarian contexts.
• Familiarity with SCI global procurement policies, framework agreements and regulatory standards.
• Experience coordinating multi‑disciplinary teams and engaging with national authorities.
• Ability to conduct market assessments, develop tender documents and evaluate supplier proposals.
• Knowledge of medical supply regulations, essential medicines lists and Good Distribution Practices.
