Liaison Officer – Yemen

About the role

The Liaison Officer supports the Norwegian Refugee Council (NRC) in building and maintaining effective coordination with government authorities and key stakeholders in Yemen. This position ensures compliance with humanitarian principles, NRC policies, and local regulations while facilitating smooth programme implementation.

Key responsibilities

• Coordinate and manage sub‑agreements, MoUs, and principal agreements with government entities.
• Prepare, submit, and monitor mandatory and ad‑hoc reports to authorities, ensuring accuracy and timeliness.
• Represent NRC in coordination meetings, record minutes, and relay information to management.
• Develop and implement stakeholder engagement plans and access‑negotiation strategies in collaboration with line managers and Access Advisers.
• Identify key contacts in relevant ministries and maintain up‑to‑date relationship registers.
• Support the preparation of project modifications, top‑ups, and activity permits.

Required profile

• Demonstrated experience in government liaison, coordination, or stakeholder engagement within humanitarian contexts.
• Strong understanding of humanitarian principles, NRC policies, and local legal frameworks.
• Excellent communication and negotiation skills, with the ability to produce clear reports and meeting minutes.
• Ability to work independently and collaboratively in a challenging environment.
