Liaison Officer – Government Coordination

About the role

The Liaison Officer supports the Norwegian Refugee Council (NRC) in building and maintaining effective relationships with government authorities and other key stakeholders. The role ensures compliance with local regulations, facilitates access to affected populations, and enhances NRC’s visibility and impact in the humanitarian sector.

Key responsibilities

• Coordinate and manage sub‑agreements, MoUs, and principal agreements with government entities.
• Prepare, submit, and monitor mandatory and ad‑hoc reports to authorities, ensuring alignment with NRC policies and donor requirements.
• Represent NRC in coordination meetings, record minutes, and report outcomes to management.
• Develop and implement stakeholder engagement plans and access‑negotiation strategies in collaboration with line managers and Access Advisers.
• Identify and maintain contacts within relevant ministries, fostering constructive and professional relationships.
• Support NRC staff in building relationships with local officials and promote gender awareness and protection where needed.

Required profile

• Demonstrated commitment to NRC values, code of conduct, and humanitarian principles.
• Experience in government liaison, coordination, or stakeholder engagement, preferably in a humanitarian context.
• Strong problem‑solving abilities and capacity to work under tight reporting deadlines.
• Excellent communication and documentation skills, including minute‑taking and report preparation.
