Consultant – Financing Landscape & Private Partnerships

About the role

UNFPA Viet Nam is seeking a consultant to analyse the financing landscape and develop private partnership strategies that support its 11th Country Programme (2027‑2031). The role will provide evidence‑based advice to strengthen upstream advocacy, policy institutionalisation and resource mobilisation in the context of declining ODA and Vietnam’s demographic transition.

Key responsibilities

• Assess current and emerging financing sources for sexual and reproductive health, population ageing and gender‑based violence programmes.
• Identify and map potential private sector partners and innovative financing mechanisms.
• Develop recommendations for policy advocacy and institutional frameworks to attract and sustain investments.
• Prepare analytical reports, briefing notes and presentations for senior UNFPA and government stakeholders.
• Support the integration of disaster risk reduction, climate resilience and humanitarian preparedness into financing strategies.

Required profile

• Advanced degree in economics, public finance, development studies or related field.
• Proven experience in financing analysis, public‑private partnerships or resource mobilisation in the development sector.
• Strong understanding of UNFPA’s mandate, demographic trends and the Sustainable Development Goals.
• Excellent analytical, writing and presentation skills.
