Country Manager – Yemen

About the role

The Country Manager for Yemen will lead the Norwegian Red Cross’s humanitarian programme in the country, ensuring that strategic objectives are met through effective project and risk management. Reporting to regional leadership, the role combines operational oversight, partnership development with the National Society, and representation of the organisation in Yemen.

Key responsibilities

• Strengthen partnership with the Yemen National Society, develop and monitor annual work plans in line with the Partnership Agreement.
• Oversee all Norwegian Red Cross‑supported programmes to ensure compliance with the Operational Framework, standards and digital tools.
• Identify, assess and escalate organisational, financial, security and reputational risks, and ensure timely mitigation.
• Lead preparedness and response actions for climate‑related disasters in accordance with organisational priorities.
• Ensure high‑quality monitoring, data collection and reporting for all projects, including quarterly and annual results reports.
• Manage budgeting, financial reporting and procurement in line with donor requirements and internal regulations.
• Lead and develop the country office team, set clear work plans, and enforce field security rules.
• Develop fundable proposals, maintain donor relationships and explore strategic partnerships.

Required profile

• Proven senior management experience in humanitarian or development contexts, preferably in conflict‑affected settings.
• Strong knowledge of partnership management with national Red Cross societies.
• Demonstrated ability to manage multi‑disciplinary teams and foster a results‑driven culture.
• Excellent risk assessment and mitigation skills, with a focus on security and reputational considerations.
• Fluency in English; Arabic proficiency is an advantage.
