ICLA Officer – Yemen (Amran & Hodiedah)

About the role

The ICLA Officer will support the implementation of the Norwegian Refugee Council’s Information, Counselling and Legal Assistance (ICLA) programme in the Amran and Hodiedah governorates of Yemen. Working at field‑operational level, the officer ensures that assistance reaches the most vulnerable displaced and migrant populations while upholding NRC’s protection and accountability standards.

Key responsibilities

• Implement ICLA activities in line with approved proposals, donor requirements and NRC policies.
• Lead needs assessments, beneficiary selection and case‑management processes.
• Provide legal information, awareness sessions and counselling on topics such as housing‑land‑property, civil documentation and legal identity.
• Support capacity‑building for local authorities, civil registration offices and community partners.
• Maintain accurate documentation, status reports and filing systems.
• Monitor project cycle from implementation through verification and evaluation, ensuring compliance with international standards and local customs.
• Map service providers and update databases of cases and beneficiaries.
• Foster strong relationships with local authorities, humanitarian partners and beneficiaries through regular field visits.

Required profile

• Demonstrated experience in humanitarian ICLA, protection or legal assistance programmes.
• Good understanding of national and international legal frameworks affecting displaced persons and migrants.
• Ability to conduct assessments, focus groups and stakeholder interviews.
• Strong communication and coordination skills with local authorities and partners.
• Commitment to inclusive, participatory approaches and protection principles.
