ICLA Officer

About the role

The ICLA Officer will support the implementation of NRC’s Information, Counselling, Legal Assistance (ICLA) programme in the Amran area and Hodiedah governorate of Yemen. The role focuses on delivering safe, inclusive, and accountable protection services while ensuring compliance with donor requirements and humanitarian standards.

Key responsibilities

• Ensure implementation of ICLA activities in line with approved proposals, NRC policies, donor requirements and local customs.
• Act as focal point for needs assessments, beneficiary selection and oversight of the full project cycle, including monitoring, verification and evaluation.
• Provide advice and information to beneficiaries, conduct awareness sessions on housing‑land‑property (HLP), civil documentation and legal identity, and support capacity‑building for communities, authorities and partners.
• Develop and maintain case‑management databases, map service providers and prepare legal information documents for target communities.
• Coordinate with local authorities, civil registration offices, humanitarian partners and beneficiaries, ensuring participative and inclusive processes.
• Prepare status reports, ensure proper filing of documents and promote technical improvements.

Required profile

• Experience in ICLA, protection or legal assistance programmes in humanitarian settings.
• Knowledge of national and international legal frameworks affecting displaced persons and migrants in Yemen.
• Ability to conduct assessments, focus groups, surveys and stakeholder interviews.
• Strong coordination skills with local authorities, civil registration and humanitarian partners.
