Project Manager (Civil/Environmental Engineer)

About the role

The Project Manager will lead the design, construction and operationalisation of a green business incubator at Hadramout University. Reporting to the Head of Programs, the role combines civil engineering expertise with green‑building principles and donor‑compliant project management.

Key responsibilities

• Lead day‑to‑day implementation against scope, budget, schedule and donor requirements, maintaining implementation plans, risk registers and cash forecasts.
• Oversee site assessments, design reviews, technical specifications, BOQs and construction schedules, ensuring durability, energy and water efficiency, and use of local materials.
• Integrate green‑building measures such as passive cooling, renewable‑energy options, waste reduction and lifecycle‑cost considerations.
• Coordinate the transition from construction to a fully operational incubator, including ICT, utilities, safety systems and maintenance plans.
• Provide technical input to tender packages, monitor expenditures, verify quality before certification and manage contract variations.
• Engage with donors, university officials, government counterparts and private‑sector partners, preparing technical meetings, presentations and reports.

Required profile

• Bachelor’s degree in Civil or Environmental Engineering (Master’s preferred) and relevant professional certifications.
• Minimum 7 years of progressive experience in civil/infrastructure project management, including at least 3 years in a senior coordination role.
• Proven experience delivering institutional facilities, incubators or innovation spaces, preferably in fragile or conflict‑affected contexts.
