ICLA Officer – Yemen (Hodeidah) – National

About the role

The ICLA Officer will support the implementation of the Norwegian Refugee Council’s Information, Counselling, Legal Assistance (ICLA) programme in the Hodeidah governorate of Yemen. Working at field level, the officer ensures that protection and accountability standards are met while delivering legal‑aid services to displaced and migrant populations.

Key responsibilities

• Implement ICLA activities in line with approved proposals, donor requirements and NRC policies.
• Lead needs assessments, beneficiary selection and case‑management processes, including data entry into the case management system.
• Provide legal information, counselling and awareness sessions on housing‑land‑property, civil documentation and legal identity.
• Coordinate with local authorities, civil registration offices and humanitarian partners to ensure smooth project cycles from implementation to monitoring and evaluation.
• Develop and maintain a mapping of service providers and support capacity‑building programmes for communities and authorities.
• Prepare status reports, documentation and legal information briefs for target communities.
• Promote inclusive, participatory approaches and uphold NRC’s protection and accountability principles.

Required profile

• National of Yemen with residence in or near Hodeidah.
• Experience in humanitarian protection, legal assistance or case management for displaced persons.
• Knowledge of national and international legal frameworks affecting migrants and internally displaced persons.
• Ability to conduct assessments, focus groups, surveys and stakeholder interviews.
• Strong communication skills for delivering information sessions and building relationships with authorities and partners.
