Humanitarian Affairs Officer – Pooled Fund Manager

About the role

The Office for the Coordination of Humanitarian Affairs (OCHA) is seeking a Humanitarian Affairs Officer to manage the Yemen Humanitarian Fund (YHF). Based in Aden, the incumbent will support the Head of Office and the Humanitarian Financing Unit in ensuring effective fund administration aligned with humanitarian priorities.

Key responsibilities

• Support and advise on overall management of the YHF, including partner eligibility, financial compliance, and handling non‑compliance or misconduct.
• Oversee implementing partner eligibility and ensure adherence to financial and global CBPF standards.
• Administer the Fund, liaise with OCHA HQ sections, and implement standardized policies.
• Manage and supervise fund‑related support staff.
• Coordinate fund allocation processes with Review and Advisory Boards, cluster leads, NGOs, UN partners, and OCHA field offices.
• Maintain communication with stakeholders throughout the allocation process and project life‑cycle.
• Conduct periodic field visits to promote proper use of the Fund and support recipient organisations.
